Looks like it needs rain. On a side note it also looks like something out of Akira to me, just because of the big Pill in the middle!
crit.everything in this image looks like it is made of the same material. this is fine as an initial sketch, but for the next step take some time and research what the textures of this world are. Is the world dirty, or very clean? is the ground concrete? cobble stone? huge marble tiles? Gather yourself some reference images and get rendering, As well, try squinting at the image and you will notice that there could be more variety in value. The focal point should (but not always) be the area with the greatest contrast in values, as the image gets further away and less important in telling the story of the illustration the values will have less contrast.
