I'm trying to learn how to do this sort of thing. I noticed the mesh of the hand doesn't have all that detail, but then in the render it has like the veins and added topology that isn't in the base mesh. Is that what "normal" mapping is?

  Yes, the normal maps add in extra detail like the veins, etc. and also give the mesh a smoother look as they were extracted/baked from a higher detailed mesh, though they don't add in any extra topology.

    Do you just paint normal maps, or do you have to make a high poly version of your low-poly model?

    Make a high poly version (sculpt). Some porous detail can be done using the the Nvidia Photoshop filter or other apps.

    I found a program called Xnormal.
    
    I have a question about the general order of process; what is the order it should be done?
    
    I finished my low mesh model, i already rigged it, and just finished unwrapping it. Now in a separate file, do i create a hi poly model off my low mesh> get the normal maps> then just add that normal map to my already rigged/unwrapped low mesh character? Or is that going to mess up because i already rigged and unwrapped the low res?

    That should be fine, but I usually rig my characters after I've finished texturing them. It's usually one of my last steps to finishing off a character. The only snag might be if you need to go back to that character and tweak the model you'll have to re-apply your skinning/rigging.
    
    xnormal is quite good. You might also want to look at crazybump.

    Right, thats why i rigged first. I ended up moving around verts. Alrighty, thanks for your help!
